How to tell if it’s a weak compressor or low on Freon

I have a problem with my upright deep freeze. Only top two shelves freeze up- or rather frost up. I notice that the grills at the rear do not get hot although compressor is going all the time. Is this sign of low refrigerant or compressor failure?

Whenever we see the frost line is not complete across the whole evaporator we know it’s a problem with the sealed system. What’s causing it though? One indication that it is a leak and not the compressor is if the lines that do have frost on them are good and cold. Clean off the frost and try the old wet finger test. If it sticks good and hard ( you’ll still be able to get it off without hurting it) the compressor is strong and you have a leaking system, if your wet finger won’t stick if the compressor is weak.
