Ice develops on capillary tube

I have a beer cooler and recently it quit cooling the beer as well as it did when I purchased the unit, I bought it used, The compressor was replaced some time before I purchased the unit as well. Both the condenser and evaporator fans are working. I can't tell if the compressor is working since it is a small hermetically sealed unit.

I jumpered the two wires going to the thermostat, it only cooled the interior of the unit to 48 degrees, and ice developed on the small capillary line going to the evaporator coil.

If ice developed on the smallest line going into the evaporator then the unit likely has a hermetic system problem This is what we call "flash back", which often occurs when there is too much difference between high and low side pressures. You probably need some help with this one as this usually indicates a partial restriction in the sealed system
