Why won’t this work?

I have a project refrigerator I'm working on and need some help. Its a 1993 Kenmore, 8.5 oz of R-12 factory charge. The problem is that it does not get cold. The compressor does work, on start up it draws about 7 amps and settles off at .60 amps. The low side pressure reads in a vacuum 27 in and the high side is around 90 psi. Both the indoor and the condenser fans are working. can you offer any suggestions?

If you draw only .6 of an amp and you’re running a vacuum, I'd say that system was empty.
