Does this sound like a defective solenoid?

I have a Whirlpool refrigerator about 1 year old. It has an automatic ice maker. The door has an ice dispenser along with a water dispenser. The problem is the it no longer provides ice or water. When you try to get water, you can hear the solenoid open but nothing comes out, like the water is being blocked somewhere. The filter was just changed. I checked the water line and it is not pinched. the water line goes to a blue valve at the bottom of the refrigerator in the back. Could this be the problem?

The blue thing you noticed is the fill solenoid. Is this the problem? No, I wouldn’t think so because of it’s age and because you have a dual solenoid I always see only one side burn out at a time, so I'm inclined to suspect your water source since you changed the filter. Is it in backwards? It should have a flow direction marked on it. If not, perhaps there is just air in the line. Hold the valve down at the door for 5 minutes or so to purge the air.
