Is it a fire hazard if the compressor cooling fan stops?

If the condenser fan motor stopped working and the unit continued to operate would it get hot enough under the fridge to ignite light combustibles?

No the compressor has a device called a thermal overload that won't let the compressor get to combustible temperatures. If the fan is defective or intermittent the thermal overload will cut the unit out before the cycle is complete, causing food in the freezer section to thaw out and alert you to a problem.
