Before I call a repairman, what does this sound like to you?
The freezer part of the refrigerator works fine but the refrigerator itself is no longer cold. I turned up the temp control inside the refrigerator to 9(the highest) but it didn’t help. Can you tell me the possible things that I can expect to have repaired? It is a GE refrigerator & I don’t want to get ripped off by some unscrupulous repairman.
If your fan in the freezer is blowing whenever the compressor is on, sounds to me like it's not defrosting automatically. Usually to repair this requires the replacement of the components of the defrost electrical circuit. Depending on where you live, this shouldn't be too costly, and neither is the fan motor if that’s what it is.
If you’d like to confirm that it is in fact an automatic defrost problem, unplug the refrigerator for 24hrs and leave the freezer door open. If it works OK for a few days once you start it up again, then gradually stops working like before you will know for sure.
